"This book attempts to explain the concept of an Islamic State. Accor-ding to the writer the concept is quite dynamic with a fundamental unalterable feature: namely, that its guiding light is the Shari'ah with no man made law challenging it.

This dynamic feature of the concept should embrace the existing modern Muslim states so long as they regard to Shari'ah as the foundation of their legal system and so long as they do not declare themselves to be secular. It is not legitimate to summarily condemn these states as anti-Islamic or even non-Islamic if they should fulfil that prerequisite, although the degree of the legitimacy of this claim depends on the extent to compliance or deviation from the tenets of the shari'ah.

Lack of appreciation of the dynamism of the concept of an ""Islamic State"" has caused and is causing a great deal of confusion even among those who ardently and loudly press for the transformation of the existing states into Islamic states. They tend to think of the concept as something completely different from whatever now exists but they have no clear vision of it. In discussing it, they tend to go around it somewhat in an abstract fashion."
